Starships equipped with replicators to "create" virtually any food/drink. Technology similar to transporter. First described/demonstrated in Classic Trek.

Um, the nit isn't 'where did the drink come from'... the nit is 'why is he making this official note not to do something that was already illegal' as is mentioned in the summary line.

First off, a replicator isn't going to be programmed for Romulan Ale BECAUSE it's illegal. Secondly, even if it did produce Romulan Ale, it would be synthehol, not alcohol, and there would be no bloody point in either A.) serving it to smooth things over or B.) Kirk having an obvious hangover/headache. (Along with Bones, obviously, from the Transporter Room scene.) Thirdly, Valeris specifically says there is a supply aboard. Replicators don't need "supplies," and consequently it's canonized that there must be a crate in a holding bay or something. Fourthly, as for the Captain's Log entry, it's a personal log. Captain Kirk has violated Starfleet regulations pretty much every time he's ever moved, breathed, or thought. It is, as has been noted continuously throughout the history of Star Trek, a Captain's PERSONAL log, so he could babble about his sexual fantasies of Antonia for hours upon end and no one at SFC HQ in San Fran is going to care. The reason the supply is aboard is easily deduced. Valeris brought it. She was in cahoots with Admiral Cartwright and Colonel West. She was present at the briefing at Starfleet when Kirk was given his orders, and given Chang's statement at the trial that he believed McCoy had consumed a large amount of Romulan Ale, it is apparent that it was a minute but important part of the conspiracy. For all the picks on ST6, the detail is fantastic. Valeris in the shadows at the briefing isn't a coincidence by a long shot. It's brilliant. :)

The statement was made as sarcasm, drunk people almost never get along. Remember the entire scene was people making remarks and accusations to each other. They were buzzed and were rattling off anything they thought of. "Romulan ale is no longer to be served at diplomatic functions" means Don't serve it when there is a need to be civil and don't serve it when we are trying to make peace.

To say that Kirk was kidding or was being facetious is an ignorant remark. Kirk was recording an offical log entry. Look at the panel right in front of Kirk. The bottom of the panel says in giant yellow letters "RECORDING" Kirk is starting to lay down in bed when he sits up abruptly and says "Note to the Galley. Romulan ale is no longer to be served at diplomatic functions. "Do you really think that Kirk makes it a habit to joke aroung with the galley crew? He's also lamenting over the very painful death of his only son to the hands of Klingons that he hates anyway. The son he knew for only a short time. Does he look or sound like he's in a joking mood?? Watch the movie before you comment on it!

Romulan Ale is offically illegal yes. But it's a law that is often overlooked because Romulan ale is so trivial. If Kirk (We know he's not an idiot)can casually remark that Romulan Ale is not a good idea for diplomatic occasions in his log. It's because he knows the Starfleet brass also indulges in Romulan Ale from time to time as well. Simply put, Everyone has it, Everyone drinks it, So who cares.
