Summary : Reading your DNA could hurt! (Refuted)
Detail : When Judge Dredd is convicted, it's because every bullet is coded with a DNA tag from him (or in this case his twin brother). The lawgiver pistol can obviously take pain-free DNA samples even through a glove. On the other hand, when Rico takes a dna test to clone himself, out pops a *HUGE* needle, piercing his wrist, making it bleed severely, and obvisouly hurting him a lot.

If those machines in the lab are part of the original Janus equipment, then they must be at least 30 years old. Perhaps in thirty years they have found a more compact and less painful way to read a DNA sample.

The bullets weren't imprinted with a piece of someone's DNA, they were imprinted electronically with a representation of the user's DNA. IN addition to that, Rico was using old equipment.
