They probably knew this, but for sake of getting people to go see the movie they made the title more interesting. Would you really go see a movie calle Empty Quiver (i would think it is about archery).

They first used the term Broken Arrow before they knew it was stolen. Broken Arrow is a warhead in an accident. So it was correct

If you listen he explains what Broken Arrow means "A class 4 strategic emergancy... it's what we call it when we lose a nuclear missle" or something like that.

According to the MUNSS Nuclear Surety Weapons Safety Plan... in order of severity, the Nuclear Mishap Reporting Codes are: DULL SWORD (nuclear weapon malfunction or damage; inadvertent release or loss of nuclear training device; damage or malfunction of nuclear weapon delivery platform), BENT SPEAR (significant event involving nuclear weapons material that results in the compromise of nuclear security protocols), BROKEN ARROW (significant event involving nuclear materials similar to BENT SPEAR, but which carries with it an immediate danger to the public at large... includes nuclear and non-nuclear detonation of special weapons), ROGUE SPEAR (confirmed posession of nuclear weapons by a non-governmental agency), NUCFLASH (unauthorized use of nuclear weapons by US or US-allied forces which may cause an outbreak of war). By these standards, the situation in the movie would initially have been designated DULL SWORD when the B-3 [sic] went down, then upgraded to BENT SPEAR when suspicions began to arise, then ROGUE SPEAR when Travolta's character is confirmed to have gone rogue and has the bomb, and to BROKEN ARROW when he sets off the nuke in the mine shaft. The movie being named "Broken Arrow" is entirely appropriate, since that is what the situation would have ultimately been known by.

"EMPTY QUIVER! we have an EMPTY QUIVER!!!" yeah well as you can see, that doesn't sound half as cool as, "BROKEN ARROW! we have a BROKEN ARROW!"
