Ground sloped

Ever walked next to someone who was taller than you on a slope? You may seem slightly taller if you were no the higher end. Also, sometimes if the hobbits were closer to the camera they may seem taller than they are supposed to.
Hate to dissapoint you...

The hobbits did change height a lot. Look at the begining, when Frodo is speaking with Ghandalf in the cart- he is only a matter of inches shorter than Ghandalf. No slope or camera trick involved. Then in MANY instances the Hobbits are to Ghandalfs waist. I hate to say it, but the nitpick is right...
Excuse me?

To the guy who said that Frodo is only inches shorter when they're talking in Gandalf's cart: Gandalf is sitting.

In the cart, both Ghandalf AND Frodo were sitting for a portion off the time, so there WAS a slight height error there!
Quite valid

Well, Elijah Wood (Frodo) and Sir Ian McKellan (Gandalf) are quite closer in height than they made them appear. As you can expect, scaling would be quite difficult to keep consistant throughout the film. When Frodo is in the cart with Gandalf, he is actually seated back further from the camera than Gandalf, so he appears smaller (very smart camera/prop trick). However, using different scaling techniques, it would be difficult to keep the same height difference between them. Get the extended DVD (It tells you everything!!!).
Height difference not so bad

When on the cart, they are indeed both sitting. Although the height difference is not so great here, remember that most of the difference is in their legs not the torso, and so it wouldn't be that apparant here.\r\rI do believe he should have been a bit smaller, but not much at all

Most of the height difference is in the legs, not the torso IF the two people are being judged on the same scale, e.g.: Two humans or two hobbits. Gandalf and Frodo are different races, and seeing as Frodo is a hobbit, not a dwarf, he would have perfect human proportions but be a smaller size, unlike dwarves which are stockier and have shorter limbs. Nitpick is valid.
