First of all, Mr. Biggleman is the driver, as stated by Jesse.

Secondly, Jesse doesn't break the windshield. After reviewing it, forward and backward, at regular speed and in slo mo, I have concluded that Jesse doesn't break the windshield. The reflection of the sunlight on the window does make it look like it was broken, but it wasn't. Besides that, when *Jesse rolls next to Chester* as the nitpicker puts it, the windshield is not viewable. The car is have a block away already.
