If you watch, Sara and Hoggle fall off of the ledge and land on Ludo who is sitting on the ground. Sara lands on him first, making him topple over sideways. Then Hoggle lands where Ludo's butt was. Then Ludo sits up, making him sit on Hoggle. Watch this scene over and you'll see it.
